GSTN Advisory: “Multistate Registration” Facility on GST Portal (Oct 2026)

GSTN Advisory Multistate Registration Facility on GST Portal (Oct 2026) - Mundhra Consulting Services LLP
  • Issuing Authority: Goods and Services Tax Network (GSTN)
  • Date of Advisory: October 1, 2026
  • Applicable Category: Normal Taxpayers (Multi-State Applicants under a Single PAN)
  • Portal Location: “Multistate Registration” Tab (GST Common Portal Homepage)

Executive Summary

On October 1, 2026, the Goods and Services Tax Network (GSTN) issued an advisory introducing the “Multistate Registration” functionality on the GST Common Portal. This feature enables taxpayers seeking GST registration in more than one State or Union Territory under the same Permanent Account Number (PAN) to apply simultaneously through a single, unified initiation workflow.

Currently, the functionality is available exclusively for Normal Taxpayers. By introducing a centralized Master Temporary Reference Number (Master TRN) and Common Registration Information (CRI) profile, the portal eliminates the need to repeatedly enter identical corporate, promoter, and HSN/SAC details for each individual State or UT application.

Key Provisions of the GSTN Advisory

1. Portal Access & Master TRN Generation (Points 1 & 2):

A dedicated “Multistate Registration” tab has been added to the homepage of the GST Common Portal (reg.gst.gov.in/registration/msr). Applicants can select multiple States/UTs simultaneously from a multi-select list and enter their PAN-linked business credentials. Upon verification, a single Master TRN is generated covering all selected jurisdictions.

2. Common Registration Information (CRI) & 15-Day Validity (Point 3):

Using the Master TRN, the applicant is required to furnish the Common Registration Information (CRI) once. The Master TRN must be submitted within 15 days of generation. The CRI comprises five entity-level sections:

  • Business Details: Constitution of business, trade name, and PAN-linked corporate particulars.
  • Promoter / Partner Details: Identity, DIN, and residential details of directors, partners, or proprietors.
  • Authorised Signatory: Details of primary and additional authorised signatories.
  • Authorised Representative: Details of the appointed GST Practitioner or Chartered Accountant (if applicable).
  • Goods and Services: Common HSN codes for goods and SAC codes for services supplied.

3. Generation of Individual State TRNs & Editability (Point 4):

Once the CRI is submitted on the portal, individual TRNs are automatically generated for each selected State/UT. All common details provided in the CRI are auto-populated into each respective State TRN and remain editable, allowing businesses to customize state-specific authorised signatories or HSN/SAC lists where required.

4. State-Specific Information & Verification (Points 4 & 5):

Within each individual State TRN, the applicant must provide the remaining jurisdiction-specific details and documents to generate the state-wise Application Reference Number (ARN):

  • Principal Place of Business (PPoB): State address with ownership proof, rent/lease agreement, NOC, and utility bill.
  • Additional Place of Business (APoB): Warehouses, godowns, or secondary branches within that State/UT.
  • State-Specific Information: Professional Tax (PT) registration, state trade licenses, or local statutory details.
  • Aadhaar Authentication & Submission: Complete Aadhaar authentication and final submission (via DSC or EVC, as per standard Form GST REG-01 filing procedure).

Summary of Portal Workflow Transition

Application InitiationSeparate Part-A filing initiated individually for each State/UT.Single initiation by selecting all required States/UTs together under the Multistate Registration tab.
Reference NumberSeparate TRNs generated one at a time per state. One Master TRN generated first, which spawns Individual State TRNs after CRI submission.
Entity & Promoter DataManually re-entered in every state application.Entered once in the CRI and auto-populated across all selected State TRNs (remains editable).
State Scrutiny & GSTINIndependent verification under Rule 9; separate state-wise GSTIN issued in Form GST REG-06.Unchanged – each State/UT processes its ARN independently and issues a separate state-wise GSTIN.

MCS Compliance Notes for Businesses

  • Separate State-Wise GSTINs (No Single All-India GSTIN): The facility streamlines initial data entry under Form GST REG-01 but does not grant a single national GSTIN. Each selected State/UT issues its own TRN, ARN, and state-specific GSTIN in Form GST REG-06.
  • One Registration per State per Master TRN: Each Master TRN covers one registration per selected State/UT. Businesses seeking multiple registrations for separate business verticals within the same state cannot combine them under a single Master TRN.
  • Advance Preparation of State PPoB Documents: Because the 15-day validity window begins immediately upon Master TRN generation, applicants should ensure that registered lease agreements, landlord NOCs, and recent electricity bills/property tax receipts for every target state are finalized before generating the Master TRN.
  • Standard Post-Registration Requirement (Rule 10A): Once state-wise GSTINs are granted, taxpayers must furnish bank account details for each new GSTIN within 30 days of registration or before filing GSTR-1/IFF, whichever is earlier, to avoid automatic suspension.

Frequently Asked Questions (FAQs)

1. What is the “Multistate Registration” facility introduced by GSTN on October 1, 2026?

The Multistate Registration facility is a new portal functionality launched on the GST Common Portal homepage on October 1, 2026. It allows Normal Taxpayers expanding into multiple states under the same PAN to select all required States and Union Territories in a single flow, generate one Master TRN, and enter their common corporate details once under the Common Registration Information (CRI) module rather than repeating data entry for each state separately.

2. Does the Multistate Registration facility provide a single all-India GSTIN for all states?

No. Under Section 25(1) of the CGST Act, 2017, GST registration remains strictly state-specific. While the new facility centralizes initial data entry through a Master TRN, the portal subsequently generates a separate Individual TRN and Application Reference Number (ARN) for each selected State/UT. Upon approval by the respective state tax officer, a separate state-wise GSTIN (Form GST REG-06) is issued for each jurisdiction.

3. Who is eligible to use the GST Multistate Registration functionality?

Per Point 1 of the GSTN Advisory dated October 1, 2026, the functionality is currently available exclusively for Normal Taxpayers applying for GST registration in two or more States or Union Territories under the same PAN. It is not currently enabled for Composition Taxpayers, Input Service Distributors (ISD), TDS/TCS deductors, or Non-Resident Taxable Persons.

4. What is the validity period of the Master TRN, and what happens after CRI submission?

Once the applicant selects the desired States/UTs and completes basic verification, a Master TRN is generated. The applicant must complete and submit the Common Registration Information (CRI) under the Master TRN within 15 days of generation. Immediately upon CRI submission, the portal generates separate Individual State TRNs for each selected State/UT with all CRI fields pre-filled.

5. What details are covered under Common Registration Information (CRI) vs. Individual State TRNs?

Filled Once in the CRI (Master TRN): (1) Business Details, (2) Promoter/Partner Details, (3) Authorised Signatory, (4) Authorised Representative, and (5) Goods and Services (HSN/SAC codes).

Filled Separately in Each Individual State TRN: (1) Principal Place of Business (PPoB) address and ownership/lease proofs, (2) Additional Place of Business (APoB) such as state warehouses, (3) State-specific regulatory registrations (e.g., Professional Tax), and (4) Aadhaar authentication.

6. Can a business assign a different Authorised Signatory or modify HSN/SAC codes for a specific state?

Yes. Per Point 4 of the GSTN Advisory, although the Common Registration Information (CRI) is automatically populated into each individual State TRN, it remains fully editable inside each state application. Businesses can add or change a local state manager as the Authorised Signatory (supported by a state-specific board resolution or authorization letter) or tailor the HSN/SAC list for a specific state before submitting that state’s application.

7. If a tax officer raises a query (Form GST REG-03) in one state, will it delay GST approval in the other selected states?

Based on the workflow where each state application generates an independent ARN routed to that specific state’s jurisdictional officer under Rule 9 of the CGST Rules, a query or clarification notice (Form GST REG-03) in one state is not expected to delay or impact the processing of registrations in the other selected states.

8. Can I use one Master TRN to apply for two separate GST registrations within the same state?

No. A single Master TRN allows you to select multiple different States and Union Territories, covering one registration per selected State/UT. If a business requires a second registration within the same state (such as for a distinct business vertical or an SEZ unit), that application must be initiated separately.
