The Directorate General of Foreign Trade (DGFT) has officially addressed the ongoing difficulties exporters face when utilizing manual or offline Post-Export EPCG Duty Credit Scrips.
To streamline this, the DGFT has deployed a new online module for the electronic issuance, re-issuance, and validity extension of these scrips. This update enables seamless, direct data exchange between the DGFT portal and ICEGATE, ensuring duty credits can be utilized without manual delays.
Key Action Items for Exporters
The online module has been specifically designed to resolve three primary bottlenecks:
Scenario 1: Authorization is Not Yet Closed
If your Post-Export EPCG Authorization is pending closure, you must submit the closure application online with supporting documents. Upon approval by the Regional Authority (RA), the electronic scrip will be automatically generated and transmitted to ICEGATE.
Scenario 2: Scrip Expired or Failed to Transmit
If your authorization was closed online but the generated scrip either expired or failed to transmit to ICEGATE, you must raise a Service Request Ticket on the DGFT portal. Once approved, the scrip will be re-transmitted with a new expiry date.
Scenario 3: Holding a Manual Scrip (or No Scrip Generated)
If your authorization was closed but you were issued a manual scrip, you must raise a Service Request Ticket providing the manual scrip details and its current utilization status. The RA will then generate a new electronic scrip (for the full or partial balance) and transmit it directly to ICEGATE.
Why You Need to Act
Manual scrips will no longer suffice for rapid customs clearance. Exporters holding unutilized manual scrips or facing transmission errors must digitize their records immediately to avoid trapping working capital at the port. Any operational difficulties during this transition can be escalated directly to the Policy Cell at DGFT Headquarters.
