CBIC Automates Export Benefits for Postal Shipments: The Central Board of Indirect Taxes and Customs (CBIC) has introduced a landmark reform for the MSME and e-commerce sector. Effective January 15, 2026, exporters shipping goods via the postal route can now avail of export benefits like RoDTEP, RoSCTL, and Duty Drawback through a fully automated electronic process.

Previously, claiming these benefits for postal shipments was a manual and cumbersome challenge. The new amendments to the Postal Export (Electronic Declaration and Processing) Regulations, 2022 have integrated the postal network with the Customs ICEGATE system, ensuring seamless claims.

Which Benefits are Now Available?

Through Notification No. 07/2026–Customs (N.T.), the government has extended the following schemes to postal exports:

  • RoDTEP: Remission of Duties and Taxes on Exported Products.
  • RoSCTL: Rebate of State and Central Taxes and Levies (for apparel/garments).
  • Duty Drawback: Refund of duties paid on inputs.

The New Process: How to Claim?

To operationalize this, the CBIC has amended the Postal Bill of Export (PBE) forms.

  • PBE-III: Specifically for E-commerce exports.
  • PBE-IV: For other postal exports (B2B/Non-ecommerce).

Step-by-Step Compliance Checklist:

  1. ICEGATE Registration: You must register your IEC on the ICEGATE portal.
  2. Bank Account Integration: Add and validate your bank account on ICEGATE (this is where the benefits will be credited).
  3. Filing the PBE: When booking your parcel at a Dak Niryat Kendra (DNK), fill out the new PBE-III or PBE-IV on the DNK portal.
  4. Declaration: You must explicitly tick the checkbox for the specific benefit (e.g., “Claiming RoDTEP”) in the new electronic form.
  5. Document Upload: Supporting documents (Invoices, Packing List) must be uploaded via E-Sanchit or linked directly through the portal.

Why This Matters for MSMEs

Until now, many small exporters preferred courier or cargo modes simply because claiming refunds via the post office was difficult.

  • Level Playing Field: Postal exports now enjoy the same “System-Processed” speed as regular cargo.
  • Cost Reduction: The low cost of postal shipping combined with these tax refunds will significantly boost margins for small exporters sending jewelry, handicrafts, and apparel.

Important Caution

The benefits are processed based on the data in your Electronic Declaration. If you fail to select the benefit code at the time of filing the PBE, you cannot claim it later. Ensure your team is trained on the new PBE-III fields immediately.
